UCR Filing Guide for New Motor Carriers

Last updated:

Unified Carrier Registration, or UCR, is an annual registration and fee that almost every interstate carrier owes. It is separate from your USDOT number and your operating authority, and having those does not mean your UCR is done. Here is who has to register, what it costs, and how to file.

What UCR is

Congress created UCR in 2005 to replace the old Single State Registration System. The fees fund state truck safety and enforcement programs. It runs on a base-state system: you register once a year with the state your business is based in, and that one registration covers you in all 41 participating states. There is no state-by-state filing.

Who has to register

Registration is required for motor carriers, private carriers, brokers, freight forwarders, and leasing companies involved in interstate commerce. For carriers, the trigger is operating a commercial motor vehicle across state lines, meaning a vehicle that:

  • Has a gross vehicle weight or weight rating of 10,001 pounds or more
  • Is designed to transport more than 10 passengers, including the driver
  • Transports hazardous materials in a quantity that requires placards

Interstate commerce is about the freight, not just the truck. If your loads are part of a shipment that crosses state lines, you are in interstate commerce even on the days your truck stays in state. Brokers and leasing companies register too, at the lowest fee bracket.

The deadline

The registration year is the calendar year. Filing for the next year opens October 1, the deadline is December 31, and enforcement begins January 1. Officers check your registration against the national database at roadside, so an unpaid registration is visible from the first day of the year.

Registration for 2027 is open now, and the fees went up about 20 percent under FMCSA's latest fee rule. If you are a new carrier starting mid-year, register before you operate. The fee is not prorated, so the full amount is due even for a partial year.

The fees

Your fee depends on how many commercial motor vehicles you operate. Count self-propelled power units only; trailers do not count. Brokers and leasing companies pay the bracket 1 fee.

UCR fees by number of vehicles, 2026 and 2027
Vehicles2026 fee2027 fee
0 to 2$46$55
3 to 5$138$167
6 to 20$276$333
21 to 100$963$1,163
101 to 1,000$4,592$5,548
1,001 and above$44,836$54,165

Almost every new authority sits in the first bracket: $55 for 2027.

Which state you file in

You file with your base state, the state of your principal place of business, if it participates in UCR. Nine states and Washington, DC do not participate: Arizona, Florida, Hawaii, Maryland, Nevada, New Jersey, Oregon, Vermont, and Wyoming. If you are based in one of those, you register with a neighboring participating state instead. Note that every state enforces UCR, including the ones that do not participate.

This matters for new carriers for another reason: proof of UCR registration is one of the documents FMCSA can ask for during your new entrant safety audit, so keep your receipt with your audit records. Our new entrant safety audit checklist covers the full list.

How to file

  • Go to ucr.gov, the official UCR National Registration System
  • Enter your USDOT number and verify your company information
  • Enter your vehicle count for your fleet size bracket
  • Pay the fee and save your receipt

File at ucr.gov directly. Third-party filing services charge their own service fees on top of the government fee for the same registration, and lookalike sites are common during renewal season. The official system charges the bracket fee and nothing more, apart from a card processing charge.

What happens if you skip it

From January 1, enforcement officers in every state can cite you for operating without a current UCR registration, and fines and delays at the scale house cost more than the fee ever would. Because registration is checked against the national database, there is no paperwork gap to hide in. For a one or two truck operation the 2027 fee is $55. It is one of the cheapest compliance items you have.

Frequently asked questions

Is UCR the same as my USDOT number or MC authority?
No. Your USDOT number identifies your company and your authority lets you operate. UCR is a separate annual registration and fee, renewed every year even when nothing about your company changed.
When is UCR due?
December 31 each year, for the following registration year. Filing opens October 1. Enforcement begins January 1.
How much is UCR for one truck?
One truck puts you in the 0 to 2 vehicle bracket: $46 for 2026 and $55 for 2027.
I got my authority mid-year. Do I still owe the full fee?
Yes. Register before you start operating interstate, and the fee is not prorated.

One more thing worth handling early

UCR is one of several small annual costs that stack up in your first year. If you are still structuring your equipment loans, our free checker tells you where you stand in about two minutes, with no credit pull.
